He was extremely powerful with Rinnegan Powers but what if he doesn't have Rinnegan, is he gonna be strong or not. Lot of people think that nagato might be normal shinobi without Rinnegan.
But it is not true, he was able to learn all five nature change and master most of justsu that jiraiya taught him.
If you don't remember when Naruto fight Nagato, he said that you master sage justsu that I already matter it before.so he was also a perfect sage.
It's just that he don't use his real power because of Rinnegan and his destructive power that is already strong enough to beat any one. He was just depending on Rinnegan Powers unless using his power of his injured leg that was destroy by Hanzo the salamander.
